Start a Shuttle with NVTMA

NVTMA assists our members with establishing and managing shuttles from areas not currently covered by public transportation. These First Mile/Last Mile gap connections to a transit hub can be a private shuttle or a shuttle shared among multiple members to achieve economies of scale. If you're looking to start a shuttle service through the Neponset Valley TMA (NVTMA) for your company, business park, or residential development, the process is designed to be collaborative and cost-effective. NVTMA specializes in creating first-mile/last-mile connections between MBTA transit stations and workplaces, and can also help organizations join an existing shared shuttle when possible. Here's a typical process:


  • Assess the transportation need
  • Identify where employees are commuting from.
  • Determine the transit station(s) they use (Commuter Rail, Red Line, etc.).
  • Estimate the number of riders and peak travel times.


  • Meet with NVTMA
  • Discuss your commuting challenges and goals.
  • Review whether an existing shuttle can serve your location or if a new route is needed. Shared shuttles with other member organizations can significantly reduce operating costs. (Neponset Valley TMA)


  • Route Planning
    NVTMA works with members to:
  • Develop efficient routes.
  • Select stop locations.
  • Create schedules based on employee shifts.
  • Coordinate with MBTA train arrival and departure times. (Neponset Valley TMA)


  • Determine Funding
    Funding may include:
  • Employer contributions.
  • Cost-sharing with neighboring businesses.
  • TMA membership participation.
  • Potential grants or transportation partnerships when available.


  • Launch Operations
    NVTMA assists with:
  • Shuttle vendor coordination.
  • Route administration.
  • Ridership reporting.

  • Promote the Service
    Before launch, communicate with employees through:
  • Email announcements
  • Digital signage
  • Onboarding materials
  • Maps and schedules
  • Registration instructions
  • Live shuttle tracking information (when available)
